On 23 July 2019, the Central Bank of Ireland (CBI) published a new issue of its Markets Update (the Update).
The Update provides an overview of recent policy developments related to the CBI’s supervision of financial markets, investment funds and their service providers and investment firms.
The CBI notes that the Update is the seventh such publication in 2019 and is published as and when required rather than at regular intervals.
Among other things, the update covers the following publications by the CBI:
- The Central Bank (Investment Market Conduct) Rules 2019 and accompanying Guidance. On 21 July 2019, the Central Bank (Investment Market Conduct) Rules (S.I. No. 366 of 2019) came into force, consolidating all CBI primary market requirements into a single statutory instrument. On 22 July 2019, the CBI also published updated guidance on the Prospectus Regulatory Framework, the Transparency Regulatory Framework, the Market Abuse Regulator Framework and updated its Q&As on the Transparency Regulatory Framework.
Thematic Review of Closet Indexing
. On 19 July 2019, the CBI published a letter
addressed to the Irish UCITS industry detailing the findings of its Thematic Review of Closet Indexing by UCITS Funds, along with an associated press release
